The REACH Regulation (EC) No 1907/2006 is the cornerstone of chemical legislation in the European Union. It applies to substances manufactured or imported into the EU and impacts a wide range of industries, including cosmetics, detergents, biocides, room fragrances and other chemical products.

Built around the principle of “No Data, No Market”, REACH requires companies to demonstrate the safety of substances before they can be placed on the European market. Failure to comply may result in restrictions on market access, enforcement actions and supply chain disruptions.

Cosmetic products are primarily regulated under the EU Cosmetics Regulation (EC) No 1223/2009. However, this does not automatically exempt cosmetic companies from REACH.

Depending on your role within the supply chain, REACH obligations may apply to the substances contained in your products, particularly if you manufacture or import ingredients or finished products into the European Union.

REACH and the Cosmetics Regulation are complementary frameworks. While the Cosmetics Regulation governs the safety and placing on the market of finished cosmetic products, REACH focuses on the chemical substances themselves and their management throughout the supply chain.

Although finished cosmetic products are regulated under the EU Cosmetics Regulation (EC) No 1223/2009, REACH may still apply to the substances used in those products and to companies involved in their manufacture, import or supply. The applicable obligations depend on your role within the supply chain.

Yes. While REACH obligations generally apply to EU-based manufacturers and importers, non-EU companies exporting to the European market are often required to provide regulatory information to their EU customers. Understanding these obligations is essential for maintaining market access.

The EU Cosmetics Regulation governs the safety and placing on the market of finished cosmetic products. In most cases, no. Finished cosmetic products placed on the market under the EU Cosmetics Regulation do not require an SDS. However, Safety Data Sheets are often required for raw materials, hazardous mixtures and certain non-cosmetic products regulated under REACH and CLP.

Safety Data Sheets are generally required for hazardous substances and mixtures classified under the CLP Regulation. This may include cleaning products, detergents, industrial chemicals, essential oil blends and other chemical-containing products.
