Cosmetic Regulatory Services for Gulf Countries

Launch Cosmetics Across the GCC Market with Confidence

The Gulf Cooperation Council (GCC) comprises six key markets: Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Bahrain and Oman. Together, these countries represent one of the world’s fastest growing beauty and personal care markets, driven by strong demand for premium, natural, vegan and Halal compliant cosmetic products.

To place cosmetic products on the GCC market, companies must comply with harmonized Gulf standards covering product safety, labelling and claims. While the regulatory framework is largely aligned across the region, each country maintains its own competent authority and product notification process.

Biorius helps cosmetic brands navigate these requirements through expert formula, label and claims reviews, ensuring products are compliant and ready for notification before market entry.

Understanding GCC Cosmetic Regulations

Cosmetic products marketed in GCC countries must comply with standards developed by the Gulf Standardization Organization (GSO), the body responsible for establishing harmonized technical requirements across the region.

Two key standards apply to cosmetic products:

GSO 1943:2024

This standard establishes the requirements for cosmetic product safety, ingredient compliance, packaging and labelling.

GSO 2528:2024

This standard governs cosmetic claims and ensures that marketing communications are truthful, substantiated and not misleading to consumers.

Together, these standards form the foundation of cosmetic compliance throughout the GCC.

How Biorius Supports Your GCC Compliance Project

Biorius assists cosmetic brands with two key regulatory reviews designed to assess compliance with the applicable GCC requirements before product notification.

Formula Review

The formula review consists of an assessment of the product formulation according to the requirements of GSO 1943:2024. Our experts evaluate whether ingredient restrictions, prohibitions and combinations of ingredients comply with the applicable regulatory requirements. The review also includes an assessment of the documentation required for the finished product.

Upon completion of the evaluation, a Formula Review Report is issued, including:

Label & Claims Review

The label and claims review consists of an evaluation of the product label, mandatory information, symbols and marketing claims according to GSO 2528:2024.

Upon completion of the evaluation, a Label & Claims Review Report is issued, including:

National Notification Requirements Across the GCC

While cosmetic requirements are largely harmonized through GSO standards, products generally require a separate notification in each GCC country where they will be marketed.

Notification procedures are managed by the competent authority of each country and typically require the involvement of a locally established entity responsible for placing the product on the market. Administrative requirements, supporting documentation and submission processes may vary between jurisdictions.

Biorius helps brands prepare for notification by assessing product compliance and ensuring that formulas, labels and claims meet the applicable GCC requirements before submission.
