Middle East Cosmetic Regulations
Regulatory Context
The cosmetic market in the Middle East is rapidly growing, expected to reach USD 32.2 billion by 2025. There is a high demand for natural and Halal-certified products. Halal cosmetics must not contain pork-derived ingredients. Vegan products are also gaining popularity.
Compliance Requirements
All cosmetics in the Middle East must comply with GSO 1943/2016 for product safety and GSO 2528/2016 for claims. The regulations align closely with the EU Cosmetics Regulation 1223/2009, but each country has its own authority and requires separate product notifications.
The same regulatory standard is applied in the United Arab Emirates, Kuwait, Oman, Bahrain, Saudi Arabia and Quatar. However, each country has its own competent authority and requires a separate product notification.

Label & Claims Review:
Evaluation of the product label (required information, symbols and claims) according to GSO 2528/2016. Upon completion of the evaluation, a label review report is issued, which indicates the following elements:

- Claims substantiation
- Expert commentsCorrective actions and remarks are provided for updating the label.
