Understanding GCC Cosmetic Regulations
Cosmetic products marketed in GCC countries must comply with standards developed by the Gulf Standardization Organization (GSO), the body responsible for establishing harmonized technical requirements across the region.
Two key standards apply to cosmetic products:
GSO 1943:2024
This standard establishes the requirements for cosmetic product safety, ingredient compliance, packaging and labelling.
GSO 2528:2024
This standard governs cosmetic claims and ensures that marketing communications are truthful, substantiated and not misleading to consumers.

National Notification Requirements Across the GCC
