Candles are not regulated under one single EU regulation. Instead, they must be assessed through several overlapping frameworks, including REACH, CLP and the General Product Safety Regulation (GPSR). Depending on the candle’s composition, fragrance content, classification and intended use, additional obligations may also apply.

Key EU Regulations Applicable to Candles

REACH: Substance Restrictions and Chemical Inventory

REACH Regulation (EC) No 1907/2006 applies to the substances used in candle formulations, including waxes, fragrance compounds, dyes and essential oils.

As part of the assessment, Biorius verifies whether substances are subject to restrictions under REACH Annex XVII or appear on the SVHC Candidate List. This helps identify potential compliance concerns before market placement.

CLP: Classification, Labelling and Hazard Communication

The CLP Regulation (EC) No 1272/2008 applies when a candle or one of its mixtures is classified as hazardous.

Depending on the classification, the product label may need to include:

  • Hazard pictograms
  • Signal words
  • Hazard statements
  • Precautionary statements
  • Allergen or sensitization related information
  • UFI code, where applicable

If the candle contains a hazardous mixture, Poison Centre Notification may also be required under Annex VIII of CLP.

GPSR: General Product Safety Requirements

The General Product Safety Regulation (EU) 2023/988 applies to consumer products, including candles. It requires products placed on the EU market to be safe under normal and reasonably foreseeable conditions of use.

For candles, GPSR compliance may require a documented risk assessment and technical documentation covering relevant safety aspects such as fire behaviour, soot emissions and VOC emissions.

Candle Safety Labelling

Candles must also display appropriate safety information for consumer use. EN 15494:2019 specifies safety information for burning indoor candles and requirements on how safety information should be displayed.

This may include mandatory candle safety pictograms and use instructions.

Fragrance and IFRA Compliance

For scented candles, fragrance components should be assessed against applicable IFRA standards. These standards define usage limits for fragrance materials based on product category and exposure considerations.
