UK Cosmetic Regulation Update: Alignment with EU Standards

October 2024 - UK cosmetic regulation amendment to align further with EU cosmetic regulation
On October 3rd, the UK has notified the World Trade Organization (WTO) with a draft “Cosmetic Products (Restriction of Chemical Substances) (No. 2) Regulations 2024” that will bring the UK cosmetic regulation closer in line with the one of the European Union.
This amendment includes a ban on certain CMR (Carcinogenic, Mutagenic, or Reprotoxic) classified substances that are either already banned by the EU Cosmetic Regulation or will be banned under the upcoming Omnibus VII regulation. Notably, DIMETHYLTOLYLAMINE (CAS 99-97-8), commonly used in nail products, will be prohibited in both regions.
Products containing these banned materials cannot be placed on the UK market from April 20th, 2025 and must be withdrawn from the UK market on October 20th, 2025 at latest.
This amendment also aligns with the EU limiting KOJIC ACID use to face and hand product only at 1% maximum.
Products not compliant with the Kojic acid restriction cannot be placed on the UK market from June 20th, 2025 and must be withdrawn from the UK market on November 1stth, 2025 at latest.
